Does The Dark Knight Rises Take Place In the Same Universe as Memento?

Tom Lennon was on the Doug Loves Movies podcast recently and discussed his role as the doctor in The Dark Knight Rises and suggested that because he also played a doctor in Christopher Nolan's earlier film Memento the two movies take place in the same universe. This may seem like a coincidence, but Lennon's characters do both have the same name: Doctor. You can't make this up. Next thing you find know we'll learn that the Joker's real name is John G. Does this mean that the romantic comedy What's Your Number? in which Lennon plays a gynecologist also takes place in the same universe? We'll never know.
